This manual is an introduction of the role of volunteers in the COMPACARE System. We have introduced you to the problem of foster care and suggested there is only one solution: The Church of Jesus Christ. When the local church provides 2 Family Advocates and 15 Volunteers to wrap around foster families, research has shown that we are able to increase placement stability significantly. This manual explains the philosophy of COMPACARE, the role of volunteers and family advocates, foster families, and job descriptions and qualifications for volunteers.
